Stephanie Rubel

Stephanie Rubel is Lead Health Scientist of the Overdose Preparedness and Response Team within the US Centers for Disease Control and Prevention (CDC), Division of Overdose Prevention, where she also directs the Opioid Rapid Response Program (ORRP). Stephanie has over 20 years of experience designing, managing, and evaluating federal public health programs. Prior to joining CDC, she worked as a consultant and federal government contractor supporting a wide range of public health topic efforts, including teen pregnancy prevention, cancer screening, and public health emergency preparedness and response. In 2019 she joined CDC’s Center for Injury Prevention and Control to work on public health and public safety coordination in addressing the overdose crisis. She led the development of CDC’s Public Health and Safety Team (PHAST) Toolkit, designed to support local jurisdictions’ multi-sector collaboration to reduce overdose deaths. She currently leads a team focused on building state and local capacity to respond to overdose spikes, anomalies, and emergent threats that may increase overdose risk. Stephanie holds a Master of Public Health in behavioral science and health education from Emory University.
